About the youth policy at Eurasia Global: "It is necessary to launch upward social mobility and not to create a substitutes' bench"

On 3 September 2020 at the International Youth Forum "Eurasia Global", a meeting of the day was held on the topic "State youth policy of the Russian Federation."
Among the invited speakers were Andrey Platonov, Deputy Head of the Federal Agency for Youth Affairs, and Igor Sukharev, Acting Vice Governor - Deputy Chairman of the Orenburg Region Government for Internal Policy. The meeting was moderated by the actor of the RUDN University KVN team, the author and the presenter of the YouTube channel "Ball Production" Vasant Balan.

Anticipating an open dialogue with the participants, in their opening remarks, the experts spoke about the main questions within the framework of the topic under discussion: why today young people are leaving their cities, what deficits are they experiencing and what local officials should do to reduce this drift.

Andrey Platonov focused on the “three pillars” of youth policy: the proposed opportunities, the availability of the necessary infrastructure and the existing resources to support youth initiatives.

“In the dialogue with the heads of the constituent entities of the Russian Federation, we try to convey the importance of working with youth. It is important for every young person living on the territory of our country, whether it is a metropolis or a remote area, to know what kind of financial support in the form of a grant competition is being provided to him or her today,” said the Deputy Head of the Federal Agency for Youth Affairs.
During the discussion, a participant from the Leningrad Region, Yevgeny Ignatiev, said that the main element of youth policy was the work with youth at the municipal level. According to him, this is where daily work with this target audience is built, and this is where it is currently sagging.

“There should be a desire to develop youth policy, to speak in an accessible language with the audience. The personnel needs to be updated, so it is necessary to write additional quotas for young people into the corresponding draft law so that they can work in the governmental structures. It is necessary to launch upward social mobility and not to create a substitutes' bench,” said Igor Sukharev.

They also discussed personnel training to work in the sphere of youth policy. The experts noted that at present more than 60 universities in the country train specialists to work with youth, which is more than 4,000 students. To improve qualifications and "upgrade" competencies, the Management Workshop "Senezh" was created on the basis of the presidential platform of the ANO "Russia - the Land of Opportunities".

The day before, there was the opening ceremony of the fifth jubilee International Youth Forum “Eurasia Global”. It was noted at the ceremony that the main result of the five-year period was that more than a hundred different contracts and agreements in the humanitarian sphere were made, as well as the development of about 150 international projects, which are being jointly implemented by the forum participants at present. The forum will run until 8th September.
